WI Department of Public Instruction - Education Consultant

The WI Department of Public Instruction, the Division for Reading and Student Achievement, is currently seeking TWO Education Consultants. These positions are located at 125 South Webster Street, Madison.

Starting salary will be between $54,008 and $74,262 per year. These positions are in pay schedule 13, range 04. A six month probationary period is required.

Job Duties

These positions provide expert state level leadership in the collection, evaluation, and organization of statistical data obtained from statewide assessments under the Wisconsin Student Assessment System (WSAS) and accountability requirements under the No Child Left Behind Act of 2001. The responsibilities associated with these positions include: planning, researching, designing, implementing, evaluating and revising state level assessment reports and reporting system; consultation and technical assistance to school districts and institutions of higher education in the area of state level assessments and assessment data; recommending department policy guidelines for the use, interpretation, evaluation and distribution of state-level data, as well as policy involving the identification of districts and schools identified for improvement (DIFI/SIFI); and developing and presenting workshops in the areas of data manipulation, research and interpretation as it especially relates to a standards-based curricular system and statewide assessments. These responsibilities are accomplished by working closely with individuals in the agency and others representing higher education, school districts, CESAs, national and state assessment and research organizations and private educational contractors.

Knowledge, Skills, and Abilities

Knowledge of statistical evaluative techniques such as analysis of variance, confidence intervals, validity and reliability calculations, and other statistical analysis techniques employed in a large scale assessment environment; concepts and principles related to large scale assessment as they relate to standards-based performance assessment and accountability; technical reporting including longitudinal analysis of test data, suppression rules, etc; presentation techniques related to testing, measurement, research, test development, reporting and evaluation; sophisticated evaluation techniques and measures to assess the effectiveness of educational intervention strategies, and the ability to articulate findings to school personnel; statistics software such as SPSS, SAS, Minitab; file layouts and importing and exporting data from data files and software such as databases, spreadsheets and statistical software; development and delivery of effective presentations and associated materials using a variety of media; working with Excel spreadsheets - creating pivot tables, working with large data sets, creating charts and graphs illustrating data in a variety of ways; and excellent oral and written communication skills.
