Position: Psychometrician (Open Rank)

The NBME is a premier not-for-profit organization that develops licensure
and educational achievement examinations for the health professions. In
addition to producing credentialing examinations, the NBME also has a
major commitment to research and development in evaluation and
measurement. With approximately 20 doctoral level graduates of
psychometrics or statistics programs it provides a rich and collaborative
environment for professionals with applied or theoretical interests in
measurement. Located in Philadelphia adjacent to the campus of the
University of Pennsylvania, the NBME has a stimulating professional
environment and state-of-the art facilities.

The Scoring Services Unit of the NBME is currently seeking a
Psychometrician or Senior Psychometrician to join its team. Scoring
Services is a group of doctoral and masters-level professionals and
support staff with primary responsibility for planning and conducting
psychometric analyses supporting operational examination programs at the
NBME. Psychometricians are also responsible for leading or contributing to
developmental and research projects.

The Psychometrician will supervise the scoring, equating, standard setting
and other psychometric analyses for various operational examination
programs at the NBME, including client examinations, medical school
subject examinations and the United States Medical Licensing Examination
(USMLE).

Responsibilities of the Psychometrician include evaluating the accuracy of
exam results, assessing existing procedures and developing and
implementing new procedures to increase accuracy and efficiency of exam
processing, providing technical supervision and direction for analysts and
support staff, and conducting research to support operational exam
programs. In addition, the Psychometrician will communicate analytic
results and provide policy and practice recommendations to staff,
committees, and client organizations.

Successful candidates will possess a Doctorate in
Educational/Psychological Measurement, Statistics, or a related field. A
minimum of one year of experience in applying principles of measurement to
practical testing problems is required.
The Psychometrician must have a strong background in psychometric theory
and application, including knowledge of item response theory, classical
test theory, statistics, test development, evaluation and research
design. He or she will have an advanced knowledge of measurement topics
such as calibrating, scaling, equating and standard setting. Excellent
computer skills and a working knowledge of statistical software is a
necessity, including Winsteps, BILOG, SPSS, or SAS.
Successful candidates will have excellent oral and written communication
skills and excellent interpersonal skills, including the ability to work
closely and successfully with individuals from a variety of professional
backgrounds.
Excellent critical thinking and creative problem solving abilities are
also required.

The Center for the Promotion of Health in the New England Workplace

Evaluation Consultant Needed

June to August 2010

Background: The Center for the Promotion of Health in the New England Workplace (CPH-NEW) is a Center for Excellence funded by the National Institute for Occupational Safety and Health (NIOSH). Our Center is a collaborative research-to-practice initiative led by investigators from two major public universities in the New England area: The University of Massachusetts Lowell (UMass Lowell) and The University of Connecticut (UConn).

An Evaluation Consultant is needed to assist Center investigators with conducting a “self study” to describe the effectiveness of the Center’s administrative structure and to synthesis findings on a core set of outcomes across multiple research and dissemination projects. A commitment of at least 30 hours per week is anticipated during the summer of 2010, plus possible additional hours during the fall in order to complete the written report on schedule.

Duties:
• Interview project investigators to assess views on project findings to date, how implementation matched planned activities, approaches used to overcome obstacles, and to gather recommendations for future directions needing further study.
• Assess overall administrative (Core) – multi-site arrangement, parallel structure, distance, issues, etc. Interview key investigators about the strengths and challenges of the current structure and what could be improved for next grant application, due in December 2010.
• Produce a draft written report and provide to Center Co-Directors and the Steering Committee by END OF SUMMER.
• Present draft findings orally to CPH-NEW Steering Committee and selected affiliates for reaction and feedback in advance of producing a final report.
• Revise draft report and deliver to center Co-Directors by October 15, 2010.

UML will provide:
• Access to evaluation planning documents, grant proposal, progress reports.
• A CPH-NEW liaison responsible to coordinate and advise the Evaluator as needed.

Qualifications:
• Masters or doctoral degree preferred.
• Experience with qualitative evaluation methods, including preparation of written reports.
• Detail-oriented, organized, professional demeanor, and ability to work independently.
• Ability to travel to the university campuses for interviews

The Center for Applied Linguistics (CAL) is recruiting for an experienced psychometrician to work as a member of various multi-disciplinary teams to create and maintain large datasets; conduct psychometric and statistical analyses on data from a variety of language assessments and other instruments; and conduct research on psychometric issues related to language testing.

While CAL maintains several language testing programs of its own, it also works in partnership with other organizations to develop language tests and conduct research in language testing. Current projects include collaboration with the WIDA Consortium on the WIDA ACCESS for ELLs®, an English Language Proficiency Test administered to over 700,000 K-12 children in the 22 states of the WIDA Consortium. In this project, CAL is responsible for test development and psychometric analysis of test performance. Other major projects include CAL’s adult ESL tests, BEST Plus and BEST Literacy, and the VIAS project, in which CAL conducts research on the development of English language literacy in Spanish-speaking students.

The Psychometrician reports to the Associate Manager for Psychometrics/Research on the WIDA ACCESS for ELLs® project and works closely with a team of data analysts, as well as with test developers. The Psychometrician will also provide quantitative guidance to other researchers at CAL and coordinate external quantitative resources on behalf of the organization.

Description of Duties:
As part of a multidisciplinary team, the Psychometrician is responsible for designing psychometric analyses of test performances; conducting psychometric analyses related to test construction, validity, reliability, equating, and scoring; preparing technical reports; developing, maintaining, and applying quality control procedures; providing quantitative guidance to professional research staff at CAL; and coordinating external quantitative resources on behalf of the organization.

Primary Responsibilities:
Plan, conduct, document and present psychometric and statistical analyses using classical test theory and the Rasch model with Winsteps and Facets software, including analyses related to item quality, rater performance, DIF, reliability and classification consistency, standard setting, equating, scoring, and reporting
Investigate and evaluate new approaches to conducting psychometric analyses
Establish and monitor quality control procedures related to quantitative analyses, from data cleaning to the final report, ensuring the reliability and integrity of results
Build and maintain large databases in an SQL environment
Provide guidance to professional researchers on proposal design and quantitative analytical approaches upon request, and participate in writing quantitatively-oriented portions of proposals as required
Maintain contacts with individuals with specific quantitative expertise outside the organization who may be called on as needed for specific tasks

Qualifications:

Education and Experience:
Ph.D. required in educational measurement, psychometrics, quantitative methods, or a related discipline. A minimum of three to five years relevant experience performing a variety of tasks as a psychometrician in an operational testing program is required. Experience in coordinating projects is also required. Experience supervising project employees is helpful.

Skills:
Strong demonstrated experience in conducting statistical and psychometric analyses.
Strong demonstrated experience in applying the Rasch model to a variety of psychometric issues.
Demonstrated proficiency in using SPSS, Winsteps, Facets, and other statistical and psychometric software.
Demonstrated proficiency building and maintaining databases in an SQL environment.
Ability to use technology to automate repetitive tasks and processes.
Demonstrated knowledge and application of quality control procedures in creating and maintaining databases, conducting statistical and psychometric analyses, conducting other quantitative research, and producing technical reports.
Demonstrated proficiency with Microsoft Office products (Excel, Word, Powerpoint, Outlook).
Ability to work with a diverse, multi-disciplinary professional team of researchers and scholars.
Ability to communicate both orally and in writing with a wide variety of audiences, including researchers, test developers, and educators.
Demonstrated ability to prepare clear technical documentation intended for a wide audience.
Excellent organizational skills and ability to prioritize tasks.
Project management skills strongly desired.
