Position Title: Director, Office of Research & Accountability
Effective Date: January 2008
Reports to: Executive Director of Research, Accountability & Assessment

Summary:
To provide leadership in designing, developing, and implementing a research, evaluation, and accountability plans aligned with the requirements of No Child Left Behind, the State of Maryland, and the Baltimore County Public Schools’ Blueprint for Progress.

Duties and Responsibilities
1. Assisting the Executive Director in planning, organizing, and directing the activities of the Department of Research, Accountability, and Assessment to ensure that the department supports the system-wide goals and priorities identified in the Blueprint for Progress and the BCPS Master Plan.

2. Providing direction for and oversight of the development, implementation, and evaluation of system-wide research activities, including research project design and implementation.

3. Providing direction for and oversight of the development and revision of system-wide documents and reports containing data analyses.

4. Providing management of requests from external agencies, universities, companies, and individuals who wish to conduct research in Baltimore County Public Schools.

5. Coordinating with the Department of Professional Development, other offices, and the area assistant superintendents to plan and present professional development related to data collection, analysis, and interpretation; and assessments.

6. Providing management and oversight of all requirements associated with the state identification of “schools in improvement” and ensuring alignment with the Blueprint for Progress.

7. Providing system-wide support for the alignment of BCPS school improvement plans and processes with the Blueprint for Progress and federal and state requirements.

8. Developing collaborative relationships with external partners in support of system-wide priorities.

9. Assigning duties to and evaluating the performance and professional growth and development needs of employees; making recommendations to the Executive Director regarding the hiring, discipline, and separation of department personnel.

10. Assisting with monitoring, controlling, and assessing the budget of the Office of Research and Accountability.

11. Performing additional duties and obligations as assigned by the Executive Director.

Minimum Qualifications:
· Possession of a doctorate degree in a field directly related to the assignment from an accredited institution is preferred

· Minimum of five (5) years of leadership /management experience in the areas directly related to the above responsibilities with progressively responsible leadership.

· Demonstration of outstanding oral and written communications skills

· Demonstration of strong leadership, communication, and human relations skills

· Demonstrated knowledge of statistical data analysis and related software (e.g., word processing, SPSS, EXCEL, and other data management applications).

· Knowledge of the principles and practices of educational research, evaluation, and assessment.


Grade/Salary: $109,970
