Summary:
To provide leadership in designing, developing, and implementing a research, evaluation, and accountability plans aligned with the requirements of No Child Left Behind, the State of Maryland, and the Baltimore County Public Schools’ Blueprint for Progress.

Duties and Responsibilities
1. Assisting the Executive Director in planning, organizing, and directing the activities of the Department of Research, Accountability, and Assessment to ensure that the department supports the system-wide goals and priorities identified in the Blueprint for Progress and the BCPS Master Plan.

2. Providing direction for and oversight of the development, implementation, and evaluation of system-wide research activities, including research project design and implementation.

3. Providing direction for and oversight of the development and revision of system-wide documents and reports containing data analyses.

4. Providing management of requests from external agencies, universities, companies, and individuals who wish to conduct research in Baltimore County Public Schools.

5. Coordinating with the Department of Professional Development, other offices, and the area assistant superintendents to plan and present professional development related to data collection, analysis, and interpretation; and assessments.

6. Providing management and oversight of all requirements associated with the state identification of “schools in improvement” and ensuring alignment with the Blueprint for Progress.

7. Providing system-wide support for the alignment of BCPS school improvement plans and processes with the Blueprint for Progress and federal and state requirements.

8. Developing collaborative relationships with external partners in support of system-wide priorities.

9. Assigning duties to and evaluating the performance and professional growth and development needs of employees; making recommendations to the Executive Director regarding the hiring, discipline, and separation of department personnel.

10. Assisting with monitoring, controlling, and assessing the budget of the Office of Research and Accountability.

11. Performing additional duties and obligations as assigned by the Executive Director.

Minimum Qualifications:
· Possession of a doctorate degree in a field directly related to the assignment from an accredited institution is preferred

· Minimum of five (5) years of leadership /management experience in the areas directly related to the above responsibilities with progressively responsible leadership.

· Demonstration of outstanding oral and written communications skills

· Demonstration of strong leadership, communication, and human relations skills

· Demonstrated knowledge of statistical data analysis and related software (e.g., word processing, SPSS, EXCEL, and other data management applications).

· Knowledge of the principles and practices of educational research, evaluation, and assessment.


Grade/Salary: $109,970

Director, State and Institutional Research Services

Responsibilities

The director will exercise lead responsibility in establishing and overseeing research collaborations with state departments of education, school districts, and other organizations. The director will represent the College Board in meetings and discussions with state and district officials and other external constituents on analysis, data exchanges, measurement, research, and testing issues. The director will have authority to establish collaborations and engage in contract negotiations specifying the relationship between the College Board and these constituents. The director will supervise Education Services Researchers working in College Board regional offices and mentor regional office staff regarding information and data needs. The director will be a senior member of the department contributing to strategic planning and direction.

The position will be located initially in the New York City office and then shift to an office in central New Jersey in mid-2008.

Minimum Qualifications

Assistant/Associate/Senior Education Services Researchers

(4 positions located in the College Board regional offices and New Jersey branch office; title dependent upon education and experience)

Responsibilities

These positions will report to the Director, State and Institutional Research Services and support the needs of one or more regional offices of the College Board. They will assist the Regional Vice President(s) in providing user-friendly, high-quality information gathered from research studies, program evaluation results, new or existing statistical and aggregate reports, external sources, and other analyses. The researchers will foster collaborations with state departments of education, districts, and other organizations that will allow for the exchange of data between the College Board and other educational entities (e.g., state departments, districts, and institutions) and the engagement of mutually beneficial research projects. These positions will be part of the regional office team(s) and function as an expert for regional information needs and a conduit between the regional and research and analysis offices.

Minimum Qualifications

Graduate degree in related area required (e.g., psychometrics, educational research, quantitative psychology, quantitative methods, etc.). Four to six years of progressively responsible work experience in a professional position managing a state-wide testing program, large-scale educational information products and services, or related set of responsibilities. Project management experience required. Experience involving large-scale applied research projects or assessments are valued. Prior experience in producing reports and analysis for external constituents, and experience in interacting with external customers is highly valued. Having experience in working with state officials, institutional senior management, and/or district administrations are highly valued. Experience in presenting data and statistical reports to broad audiences highly valued.


Associate Director, Data Analysis and Report Production

Responsibilities

The associate director will be responsible for the management and deployment of data and summary reporting projects based on SAT, PSAT/NMSQT and AP data representing students, schools, districts, and post-secondary institutions and state systems. In particular, the associate director will be responsible for maintaining schedules and gathering requirements for new data and summary reporting projects; collecting feedback on existing projects and planning enhancements; and developing quality control scripts and supervising their implementation. The associate director may provide direction and supervision to staff on specific projects, and may be called upon to attend meetings and represent the director. The position is located in the New York City office.

Minimum Qualifications

Bachelor’s Degree required (MA or MS degree preferred). Minimum 3 to 5 years demonstrated experience with data and/or reporting projects, project management, requirements gathering, quality control procedures. Prior supervisory or work leader experience strongly preferred.

Responsibilities

The Research Scientist position will design and conduct research studies to support Higher Education research, focusing on research to support the SAT and PSAT/NMSQT programs. Research design will involve multilevel and/or causal modeling, experimental, and quasi-experimental methodologies. The position will also provide psychometric support to both programs, including review of equating plans, supporting state level contracts, and other general psychometric support. The research scientist will help to develop and maintain a body of research to support and validate the use of College Board assessments and services. The position is located in the New York City or New Jersey office.

Minimum Qualifications

Doctorate in educational research, educational measurement, psychometrics, or a related field is required. All levels of work experience considered. Demonstrated abilities to design and conduct research studies and statistical analyses are essential. Project management experience and demonstrated experience in working with large datasets and assessment data are essential. Excellent verbal and written communication skills, including public speaking, interpersonal and public relations skills, and writing and editing skills, are essential. Demonstrated mastery of up-to-date technology associated with complex databases and statistical analyses (e.g., SPSS) is required.


Senior Psychometrician, Higher Education Research

Responsibilities

The Senior Psychometrician will design, conduct, and manage research efforts to support various Higher Education programs, most notably the PSAT/NMSQT and SAT programs. The position will provide psychometric support to both programs, including review and approval of equating plans, support for state-level contracts, and other general psychometric support. Psychometric support could include the development of equating and scaling plans for new assessments, senior review and approval of item analysis reports using both classical and item response theory models, and review and approval of test documentation materials. The position is located in the New York City or New Jersey office.

Minimum Qualifications

Doctorate in psychometrics, educational research, educational measurement or a related field is required. Five or more years of experience beyond the PhD is also required. Candidates must have experience in working with large datasets and assessment data, equaling and scaling of large-scale assessment programs, designing and conducting research studies and complex statistical analyses, and working with item response theory, including 1, 2, and 3 parameter models. Excellent verbal and written communication skills, including public speaking, interpersonal and public relations skills, and writing and editing skills, are required.

The Education Alliance at Brown University

The Education Alliance at Brown University is seeking individuals who have experience with English language learners or second language acquisition for curriculum audits in nine New York districts and focusing on the ELL population. The work ranges from site work conducting district and school level administrators/coordinators for ELLs, teacher interviews and classroom observations with both general education and ELL program service teachers, and focus groups with parents to data analysis and synthesis and co-interpretation with district teams. The Alliance has also coordinated with NYC's central office staff to provide combined district reports to guide/inform their ongoing district support initiatives. Consequently, there are a variety of ways to be involved and participate in this work. Still, the greatest need is for individuals who know ELL program work, understand issues of aligning curriculum and standards to meet ELL learning needs, and know the research or best practice resources to bring to bear in efforts to improve teaching and learning with ELL students.

The Education Alliance will begin site visits with five NYC districts in January. They are identifying and interviewing potential site visitors now and will conduct training sessions during December. The successful applicant will be UMaine’s resident expert in the technical aspects of educational assessment and measurement. This individual will have the opportunity to make an important contribution to a Ph.D. program in educational psychology that is anticipated to begin in Fall 2008. Because of the collaborative relations between UMaine and the Maine Department of Education, as well as the small size of Maine, the successful applicant also will be positioned to inform state assessment policy.

Responsibilities: Teach advanced courses in psychometrics (e.g., classical test theory, IRT, equating, generalizability theory) and serve as a technical consultant to the College’s Center for Research and Evaluation, an externally funded unit that is poised for expansion. Teach an introductory graduate course in educational assessment to pre- and in-service educators; interest in teaching an undergraduate educational assessment course desirable. The Teacher Quality Science Project in the Center for Children & Families (CC&F) has a part-time (50%) opening for a Research Associate (II), reporting to the Project Director, in the Newton, MA, office of EDC. We seek a Research Associate (II) with exceptional skills as a psychometrician and methodologist.

In its Teacher Quality Science Project, CC&F is collaborating with Head Start partners to design and evaluate a credit-bearing professional development program, Foundations of Science Literacy. Foundations will help teachers master science content and inquiry-based methods through a combination of mentoring and face-to-face instruction. An emphasis will be placed on developing effective strategies for English language learners and low-income children who demonstrate lower levels of science proficiency than their peers. Because there are no existing assessments of science teaching and learning, CC&F will also develop new measures to advance the field.


ESSENTIAL FUNCTIONS
The Research Associate (II) independently provides support to complex or multiple qualitative &/or quantitative investigation efforts, including:
• working with the research team on the development of assessments of early science knowledge and skills
• conducting psychometric analyses of test validity and reliability
• research & analysis, with increasing methodology expertise and independent judgment
• independently drafting proposals; coordinating proposal development or execution
• perhaps assisting Principal Investigator with key deliverables
• performing or supervising fieldwork

QUALIFICATIONS - All jobs require educational achievement; excellent writing skills; demonstrable initiative, creativity, and flexibility; ability to work independently and effectively in groups; strong interpersonal & organizational skills. This position requires:

• Proven experience in assessment design, preferably within an evidence-centered design framework
• Experience with IRT modeling is preferred
• Experience with Bayesian approaches to educational assessment is preferred
• Master’s degree or PhD in educational or psychological measurement and statistics, educational psychology or a closely related field
• With Master’s degree, 5–8 years related research, education, public health or administrative coordination, requiring solid experience with psychometric and statistical measurement techniques
• With PhD, 0–3 years related experience (as above). An A.B.D. is acceptable, but you must anticipate receiving doctoral degree within 12 months of hire

Simbio - Science Education Assessment Coordinator

SimBiotic Software is a leading developer of biology education software. We are looking for a self-motivated individual to be our in-house Assessment Coordinator, designing and conducting formative and summative educational assessments of our software. This individual will initially lead the evaluation component of an NSF-funded project to improve a widely used evolutionary biology package.

Degree and area of specialization:

Principal duties:
The UW System Center for Placement Testing is a unit within the UW-Madison Office of Testing and Evaluation Services (T&E). The Center has the mission of providing placement test development, scoring, and administration services to all 26 institutions in the UW System.

The principal duties of the scientist position include, but are not limited to, the following:
1. Provide measurement and statistical support for all test development activities and conduct research in support of the Center's placement testing program.
2. Oversee the development of the placement tests, including training item development teams on test development essentials, assembling new test forms, as needed, and working with the test Editor to ensure that the production schedule is maintained.
3. In consultation with the faculty at each UW System institution, oversee the continuing development of validity studies for each institution; interpret results from these studies and work with faculty at each institution to implement the results of those studies in their placement testing program.

GED Testing Service of the American Council on Education (ACE) is the developer and distributor of the Tests of General Educational Development (GED Tests). The GED Tests have been used since 1943 to certify the high school-level academic achievement of non-high school graduates. In 2006, over 714,000 candidates in the U.S. and internationally took one or more of the five tests in the GED Tests battery. ACE is conveniently located in Downtown DC.

GEDTS is seeking a lead psychometrician as it starts development of the 2011 Series GED Tests and introduces IRT into test development practices. The psychometrician will report to the Director of Psychometrics and Research and work within a unit of 7 staff.

An earned doctorate in psychometrics or a closely related field and a minimum of 2 years experience with applied test development is required. The Graduate School of Education & Information Studies at the University of

ORGANIZATION DESCRIPTION:
The Community Training and Assistance Center (CTAC) is a minority-controlled organization with a twenty-nine year record of success in urban communities. CTAC provides technical assistance to school systems, state departments of education, and community-based organizations to improve education, health, and community and neighborhood revitalization in cities and states throughout the country. There are three primary components to this support: on-site technical assistance, research and evaluation services, and public policy support.

CTAC’s education-related activities focus on the systemic reform of urban school districts serving diverse and at-risk populations. CTAC’s core education initiatives focus on (1) helping districts to conduct and learn from intensive analyses of disaggregated student achievement data, (2) building the capacity at school sites to analyze the conditions that help or hinder student achievement, find their causes, and create and implement improvement plans which address those causes, and (3) helping districts to manage strategically based on the needs and priorities identified at the individual school sites. The Center's Education Division also conducts assessments and provides assistance to state and district-wide initiatives, such as state interventions in underperforming school districts. CTAC’s methodologies include using growth models to evaluate the impact of reforms on student achievement. CTAC is a nationally recognized leader in providing technical assistance to districts and unions to link teacher compensation and student learning and in examining the impact of pay-for-performance initiatives.

CTAC has assisted school systems in Albuquerque, New Mexico, Austin, Texas, Charlotte-Mecklenburg, North Carolina, Christina, Delaware, Cleveland, Ohio, Decatur, Illinois, Denver, Colorado, Duval County, Florida, Jackson, Mississippi, Los Angeles and Santa Clara Counties in California; Newark, New Jersey, Salt Lake City, Utah, Seattle, Washington and many other parts of the country. CTAC has also provided training to leadership teams from many states throughout the country. Further, the Center has promoted public policy change at the state and federal levels based on the needs of urban children and families through the National Urban Reform Network and other initiatives.

In addition to its education-related activities, CTAC also provides comprehensive assistance to community development organizations and a full range of health and human service agencies. CTAC annually assists 90 community-based organizations, coalitions and public institutions.

POSITION SUMMARY:
The Director of Research and Evaluation has major responsibilities in five primary areas:

MAJOR RESPONSIBILITIES
1. Research and Evaluation Design
• Identify and analyze research on topic areas and assess field-based needs

2. Qualitative Methods, Analysis and Presentations
• Coordinate, oversee and conduct:
o survey development, including determining samples

o thematic analysis of qualitative research using QSR, NVivo and related software
• Coordinate and participate in on-site field teams
• Present analyses to client organizations

• Keep track of, and assist in developing, quantitative data:
o review, clean, organize and analyze data as needed
o assure timely receipt and handling of quantitative data
• Coordinate and participate in on-site field teams

• Apply analyses, using Value Added, Hierarchical Linear Modeling and Individual Growth Modeling methodologies
• Create and produce presentations of findings
• Present analyses to client organizations
• Provide assistance to staff and clients in interpreting results

4. Data Management
• Develop and implement data management plan:
o collect, review and track multiple data bases
o collect, review and track multiple survey responses

QUALIFICATIONS
• Minimum of eight years of substantive professional experience in educational, health or social research, data analysis and presentation, or related field.
• Familiarity with issues in public education and/or community development
• Thorough understanding of social service, health and/or educational research and evaluation methods
• Proven track record in managing small and large scale research projects
• Demonstrated expertise in qualitative research methods, educational assessment, and statistical analysis.
• Demonstrated expertise with qualitative analysis
• Demonstrated experience in statistical analysis software (i.e., SPSS), database management, computer graphics (i.e., PowerPoint, Quattro Pro, Excel) and word processing
• Hands-on experience with Value Added, Hierarchical Linear Modeling and Individual Growth Modeling methodologies
• Demonstrated superior writing skills; ability to draft, prepare and edit finished written products to high professional standards
• Demonstrated presentation and interpersonal skills; ability to present concepts of analysis, statistics, and management applications to diverse groups
• Demonstrated ability to work both independently and as a member or leader of project teams
• Doctorate degree in related field required.
• Position is Boston-based. Out of state travel is a requirement of this position.

Job Description: This is an exciting time for New York City public education and there is incredible opportunity for impact and learning in the Office of Accountability. Mayor Bloomberg and Chancellor Klein have made accountability an essential element of New York City's education reform effort. Over the next three years, the NYC Department of Education will drive and support the creation of more robust accountability tools through the Office of Accountability. Established in January 2006, the Office of Accountability is in the process of developing and implementing the tools and supports in 332 Empowerment Schools while planning for the system-wide rollout of the initiative for the 2007-2008 school year.

The New York City school system is the largest in the country, composed of approximately 1,100,000 students and 90,000 part-time and full-time teachers in over 1,400 schools. In January 2003, Mayor Michael R. Bloomberg and Chancellor Joel I. Klein launched Children First: A New Agenda for Public Schools in New York City, a multi-year reform effort aimed at significantly improving student achievement through effective teaching and learning. Over the last three years, many schools began administering ELA, Math, and English Language Learner interim assessments three times each school year in grades 3-8. More frequent formative assessments are being administered this year in grades K-12 in the 300+ Empowerment Schools. Starting with the 2007-2008 school year, with the onset of the next phase of the Children First reforms, the Periodic Assessment Program will be implemented in all schools citywide.

The data on student understanding, provided through the Periodic Assessment Program, will enable educators to analyze student performance and curriculum relative to high learning expectations for students, including the skills embedded in the New York State Standards and further extension of higher-order thinking skills. The formative assessments will provide educators with the ongoing and timely information they need in order to differentiate instructional support for students, better target classroom instruction, plan their curriculum, implement professional development, and monitor student learning and progress over time.

The role of the Associate Director will involve overall management specific to the formative assessment tools to ensure the highest quality, effective implementation, and meaningful use by educators.

DUTIES AND RESPONSIBILITIES
* Responsible for directing the development of one or multiple assessment tools for use in the schools, including managing the internal and external schedules and resource allocation in areas such as content, technology, cross-functional flow of student data, and professional development
* Develop and manage overall implementation, administration, and ongoing continuous improvement of the program
* Responsible for management of the vendor relationship, delivery against milestones, monitoring key performance indicators, Service Level Agreement, overseeing customer service and support, proactively identifying potential problems and collaboratively problem-solving with the vendor, and gathering and incorporating educator/user input to improve the assessment program and administration
* Available to address questions and support educators/end users on administration and interpretation of information gathered from assessments
* Responsible for managing the budget of the assessment programs
* Monitor and encourage usage, identify support needed by schools to effectively administer assessments, access and interpret results, and use the information to inform instruction
* Coordinate with other Associate Directors and Director of Periodic Assessments to help ensure coherence across multiple assessment instruments, shared lessons learned, and best support educators/users
* Direct supervision of an Implementation Manager dedicated to the day-to-day implementation of the assessment tools

Required Skills

Minimum
* A bachelors degree and 6 plus years of relevant work experience with 18 months managerial experience or a masters degree and 4 years of relevant work experience with 18 months managerial experience
* Demonstrated experience managing the administration, development and implementation of a product or program
* Ability to supervise and administer a program that is citywide in scope
* Experience managing vendor relationships to implement high quality program, product, or service
* Strong strategic thinking, project management skills, attention to detail, and ability to proactively identify key issues and risks
* Strong customer-service and problem-solving approach
